PROBLEM TO BE SOLVED: To automatically optimize the dither design problem, taking into consideration granularity, gradation, texture and stability. SOLUTION: An adaptation degree calculating means 2 obtains the adaptation degree, by evaluating a plurality of characteristics, such as the granularity, gradation, stability and texture of dither, while output level corresponding to the gradation of a dither matrix is used. In obtaining the adaptation degree, a point is reduced, when one of the plurality of evaluation characteristics is very much better than the other evaluation items to prevent being captured by local resolution.
