PROBLEM TO BE SOLVED: To provide a program video recording and reproducing device and program video-recording and reproducing method for enabling a user to easily view an advertized program in a currently reproduced program. SOLUTION: When a character extracted from the program is a character showing relative date and hour, a converting part 22 uses broadcast starting date and hour of the program to convert the relative date and hour into absolute date and hour. When the program is reproduced, a retrieving part 23 retrieves a program of a broadcasting station that broadcasts the program in which the absolute date and hour is starting date and hour among programs stored in a video-recorded data storing part 4, a display control part 24 performs reproducible display to the effect that the retrieved program can be reproduced, and a video-recording and reproduction control part 21 reproduces the retrieved program when a reproduction instruction is received while the reproducible display is performed.
