PROBLEM TO BE SOLVED: To provide a flexible structure to storage of a configuration value. SOLUTION: In one embodiment, one or more data structures for defining correlation between a plurality of configuration keys and a plurality of configuration values are accessed, and each highest precedence configuration value to each of the plurality of configuration keys is read out. The configuration value is stored in one or a plurality of configuration layers in the data structure, and each of the configuration layers imparts precedence to the stored constitution values. The configuration values of at least a part of the configuration keys can be specified simultaneously in the plurality of configuration layers.
