LOAD CONTROL IN A CELLULAR COMMUNICATION SYSTEM

An apparatus for load control in a cellular communication system comprises a load processor (205) for determining a load level characteristic for at least one cell of the cellular communication system. A comparison processor (207) compares the load level characteristic to a load level threshold and a congestion relief processor (209) executes a load control procedure if the load level characteristic exceeds the load level threshold. A threshold modifier processor (305), possibly located at a different network element, determines a modified load level threshold in response to a performance characteristic of the cellular communication system, such as a loading for a given service. The threshold processor (213) accordingly dynamically modifies the load level threshold in response to the modified load level threshold.
