<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of an optical element which has a function of suppressing interfacial reflection light quantity on a light incident and emitting surface, and which has in particular a reflection preventing structure on a substrate surface, by forming a fine shape with superior transfer ability in molding. <P>SOLUTION: The substrate has a plurality of protrusions arranged on the surface thereof; and the plurality of protrusions are formed independently, on the surface toward a direction normal thereto.
