<P>PROBLEM TO BE SOLVED: To prevent the center part of an exhaust emission control device from being molten during the forced regeneration, also to prevent the boundary part between the center part and the outer peripheral part of the control device from being cracked, and to increase PM removal rate. <P>SOLUTION: A vacuum layer 100 is formed on at least a part of the peripheral wall of a catalytic converter 1. Since a heat is retained in the catalytic converter 1 by the thermal insulating action of the vacuum layer 100, a temperature distribution is prevented from occurring in a DPF stored therein.
