PROBLEM TO BE SOLVED: To suppress deterioration of communication quality to some extent and improve it, even if the number of usable radio communication channels decreases. SOLUTION: A communication state confirming means 15C of a telephone control device 1 confirms the radio communication state in telephone terminals 2 using radio communication channels, and a minimum channel number adjusting means 15D adjusts the minimum number of channels of the telephone terminals 2 depending on the radio communication state.
