An apparatus and a method for I/Q modulation are provided to reduce power consumption for obtaining SER(Symbol Error Rate) performance by deriving a high SER probability performance above 3dB in comparison with a conventional I/Q modulator. An apparatus for I/Q modulation includes an I/Q data generator(700), an oscillator(720), an I/Q sine wave signal generator(740), and a transmission signal generator(760). The I/Q data generator(700) generates I channel data and Q channel data by transforming a binary stream(S1) according to an I/Q modulation method. The oscillator(720) generates sine wave signals. The I/Q sine wave signal generator(740) generates a sine wave signal(S4) of an I channel and a sine wave signal(S5) of a Q channel by controlling a phase of the sine wave signals(S4,S5) based on the I and Q channel data. The transmitting signal generator(760) generates transmission signals(S7) for the I and Q channel data by reflecting the I and Q channel data respectively to I channel sine wave signal and the Q channel sine wave signal.
