A method for estimating a tempo based on an IOI(Inter-Onset Interval) count and a tempo estimation device therefor are provided to accurately estimate a tempo for sound data including a noise having high energy. A peak time detecting unit(100) detects peak times when a size of sound data has a peak value among inputted sound data. An IOI operating unit(300) obtains time intervals between the detected peak times. An IOI clustering unit(400) clusters the time intervals according to time intervals having amplitude difference within a predetermined range, and obtains the number of time intervals included in the respective time interval clusters and average time intervals. A tempo estimating unit(600) estimates one of the average time intervals as a tempo of the inputted sound data according to the number of the respective time interval clusters.
