A cooling and heating combined system using a 2-passline waste heat recover and a heat pump is provided to realize facilities using both cool and hot water, and to perform cooling and heating without an auxiliary heat source. A water supply part(1) stores water. A waste water supply part(2) stores waste water of an intermediate temperature. A cold storage tank(13) stores cool water obtained by cooling the stored water. A waste heat recover(3) exchanges heat between the water of the water supply part and the waste water of the waste water supply part so that the water is converted into first hot water, and exchanges heat between the mixture of the waste water of the waste water supply part and the cool water of the cold storage tank, and the water of the water supply part to convert the water into reference water of a predetermined temperature. A heat storage tank(8) stores the first hot water. A heat pump(6) introduces the first hot water stored in the heat storage tank into a condenser(7) for exchanging heat between the first hot water and a refrigerant of a high temperature so that the temperature of the first hot water is converted to second water of higher temperature, and introduces the reference water into an evaporator(12) so that the water is converted into cool water. A hot water tank(9) stores the second water having passed through the heat pump.
