The throttle element (3) is swivel mounted in the slit and is sufficiently thick to block air outlet from the slit. The throttle element has a disc part(17) which partially blocks the bore when the throttle element is in one position. The disc part has an opening which partially or completely releases the bore when the throttle element is in another position.
