A character input apparatus and method using consonants and vowels are provided to allow a user to input characters according to a user selection by immediately displaying a previously stored word or sentence starting from a consonant and a vowel when the consonant or the vowel is inputted. A storage unit(14) stores a unicode table in which Hangul consonants and vowels are corresponding unicodes are mapped. A character registering unit(172) discriminates a word or sentence inputted by user manipulation by consonants or vowels, obtains the discriminates consonants and vowels from the unicode table, and stores the obtained unicodes and the corresponding word or sentence in the storage unit. A character searching unit(1731) obtains the unicodes corresponding to the inputted consonants and vowels from the unicode table and searches whether a word or a sentence starting from the obtained unicodes is stored in the storage unit. A character inputting/processing unit reads the searched word or sentence from the storage unit and displays it on a screen, and when a select signal with respect to the displayed word or sentence is inputted, the character inputting/processing unit converts the inputted formant into the read word or sentence.
