<p><P>PROBLEM TO BE SOLVED: To receive packets at higher speed. <P>SOLUTION: A packet assembly number judgment part 121 judges whether or not the number of first packets received according to a request from an application layer exceeds a first threshold which is the number of first packets when second packets are generated, a time-out period judgment part 122 judges whether or not predetermined time passes when it is judged that the number of first packets does not exceed the first threshold and a time-out frequency judgment part 123 judges whether or not frequencies of continuously passing the predetermined time exceed a second threshold when it is judged that the predetermined time passes. The packets are received at higher speed by setting the first threshold so as to subtract the number of first packets when the second packets are generated when it is judged that the frequencies exceed the second threshold by a packet assembly number setting part 124.
