PROBLEM TO BE SOLVED: To obtain a developing device or the like which hardly causes irregular density on an image even when a toner particle carrying roller has recessed parts having periodicity on its surface. SOLUTION: The developing device has the toner particle carrying roller having a plurality of projecting parts on the surface for carrying toner particles for developing a latent image, and constituted so that the shape of the projecting part on a first cross section broken by a plane passing through a shaft center and a part opposed to an image carrier at the shortest distance at a certain point of time may differ from that on a second cross section broken by a plane passing through the shaft center and the part opposed to the image carrier at the shortest distance when it is rotated at an angle equivalent to one tooth of a transmission gear for transmitting driving force from a certain point of time.
