PROBLEM TO BE SOLVED: To inhibit emission of specific noxious component at a time of engine start. SOLUTION: When open and close of a door in a driver seat side of a vehicle is detected by a door open and close sensor, a water temperature sensor, an ignition coil and a fuel pump are supplied with electric power before a key switch of the engine is turned on and are started beforehand.
