<p>Disclosed is a highly dielectric film which can be formed thin while having excellent winding property (flexibility). Specifically disclosed is a highly dielectric film containing (A) a vinylidene fluoride polymer, (B) barium titanate oxide particles and/or lead zirconate titanate oxide particles, and (C) an affinity-improving agent. This highly dielectric film contains 10-500 parts by mass of (B) the barium titanate oxide particles and/or lead zirconate titanate oxide particles and 0.01-30 parts by mass of (C) the affinity-improving agent per 100 parts by mass of (A) the vinylidene fluoride polymer.</p>
