<p><P>PROBLEM TO BE SOLVED: To employ an indirect hot-line wire construction method when binding mutual high voltage pull-down wires under an insulator, and to enable a binding work to be carried out in a relatively short time. <P>SOLUTION: The electric wire binding clamp 14 consists of openable/closable cover pieces 15, 16, the high voltage wires 5A, 5B are appropriately arranged with the cover pieces 15, 16 opened, and the cover pieces 15, 16 are closed to bind the high voltage pull-down wires 5A, 5B. The cover piece 15 has a holding member 26 which holds the high voltage reduction wire 5B by pressing the pull-down wire on a press 38 side, in which a string member 29 for pulling the holding member 26 on the side opposite to the press 38 side of the holding member 26 is connected to the holding member 26 and the cover piece 16. While the pressing force P1 that the holding member 26 presses the high voltage pull-down wire 5B on the press 38 is exerted all the time, the pulling force P2 that the string member 29 pulls the holding member 26 on the anti-press 38 side is exerted with the cover pieces 15, 16 opened more than a specified degree of opening.
