PROBLEM TO BE SOLVED: To achieve a manufacturing method or the like of manufacturing an intermediate transfer belt properly preventing a discharge phenomenon from occurring during transferring developer images. SOLUTION: The method of manufacturing the intermediate transfer belt which has a surface layer, a rear layer and an intermediate layer provided with a conductor and is employed for carrying the developer images on the surface layer comprises: the step of preparing a base material provided with the rear layer and the intermediate layer; the step of mixing a resin and metal particles of which the specific gravity is larger than the specific gravity of the resin; the step of forming the surface layer by applying the mixed resin and metal particles on the intermediate side of the base material; and the step of solidifying the surface layer after passing a necessary time for moving the metal particles on the base material side.
