PROBLEM TO BE SOLVED: To provide a sheet carrying device and an image forming device capable of quickly starting the movement of a lifting plate when moving the lifting plate to a proper carrying position from a document set position. SOLUTION: In the document set position, when detecting a document bundle on a document tray by a set switch 603, when an upper limit switch 311 detecting that the lifting plate exists in the carrying proper position is in an off-state, a preliminary operation control part 602 drives a lift motor 503 so as to be liftable by a backlash quantity of a driving system gear of the lifting plate.
