<p><P>PROBLEM TO BE SOLVED: To provide a communication apparatus operation controller, a communication system, and a communication apparatus operation control method that significantly reduce power consumption and heat generation amount related to the operation of a communication apparatus and perform operation control of the communication apparatus so as to protect the energy resource and environment. <P>SOLUTION: The operation controller 100 is connected to a plurality of communication apparatuses 200A-200X of a plurality of UNITs 300A-300X having a plurality of CHs. The operation controller 100 determines with an in-building temperature determination section of a control section 101 whether the ambient temperature of the communication apparatus input from an in-building temperature detection section 105b is higher than a predetermined threshold or not.
