<p><P>PROBLEM TO BE SOLVED: To solve various problems in a conventional activated sludge method or a biological treatment method using a string-like contact material by performing anaerobic/aerobic biological treatment in a single treatment tank. <P>SOLUTION: A mat-like first contact material 20 has a structure wherein sludge bonding yarns are arranged along a first core material constituted of a three-dimensional thick plate-like reticulated body. A large number of the first contact materials 20 are installed in a first biological treatment tank 11 for organic matter-containing waste water 19 so that intervals 37 are provided between the mutual surfaces of them. By this constitution, the insides of the first contact materials 20 are brought to an anaerobic state or an anaerobic state and the surface parts of them are set to a microaerophilic or an aerobic state.
