<p><P>PROBLEM TO BE SOLVED: To provide a quality control system for VoIP terminal telephone conversation for securing a telephone conversation band even an AP is held, and for guaranteeing the sound quality without failure in switching back even though the VoIP terminal holds and answer the call. <P>SOLUTION: A hand-over transition source AP in an AP within a system has a RAM 203 for storing a MAC address of the VoIP terminal for performing a VoIP communication, a hold status information indicating a hold state, and number of telephone conversation data. A CPU 202 is designed to monitor all of the transmission and reception frames of the VoIP terminal connected to a LAN, and to determine whether the VoIP terminal being connected is to be disconnected or not. When the terminal is not disconnected, it further determines whether a hold notification response command is included or not within a packet.
