PROBLEM TO BE SOLVED: To develop a thermosetting resin composition having excellent flame retardancy and low moisture absorption. SOLUTION: The thermosetting resin composition is composed of a thermosetting resin and at least one kind of filler composed of a complex copolymerized with a titanium compound. Particularly, the invention further provides a thermosetting epoxy resin composition or a thermosetting phenolic resin composition containing an epoxy resin or a phenolic resin, a curing agent, a cure accelerator and a filler composed of a complex copolymerized with a titanium compound.
