PROBLEM TO BE SOLVED: To quickly provide Web information for a Web browser by implementing fast access processing depending on a processing load on a disk. SOLUTION: A proxy server 10 determines a processing load on a disk 14a if acquisition requested Web data is cached not in a memory 14b but in the disk 14a. If determining a high processing load on the disk 14a, the proxy server 10 accesses not the disk 14a but a WWW server 30.
