PROBLEM TO BE SOLVED: To provide a device capable of evaluating property depending on the rotational angle per rotation from an angular velocity. SOLUTION: A rotary encoder which generates 360 pulses or more per one rotation is fixed on a rotational shaft of a rotator. An angular velocity signal of the rotational shaft is acquired. Change characteristic of the angular velocity is determined. Comprehensive performance (smoothing condition of a rotational angular velocity) and individual performance (compression, fuel injection timing, offset load, electrode performance) of the rotator such as an electric motor are observed from a change in the angular velocity. As a result, the performance of the rotator can be simplified. Thus, disassembly and special measurement devices such as a pressure gauge are not needed. COPYRIGHT: (C)2007,JPO&INPIT
