PROBLEM TO BE SOLVED: To obtain a three-dimensional digitization model of each tree from three-dimensional aerial survey data. SOLUTION: A three-dimensional coordinate calculation device 32 calculates DSM data indicating a three-dimensional position of a tree on the ground and DTM data indicating a three-dimensional position of the ground from aerial survey data and stores the data in a storage device 34. A branch end extracting device 36 extracts a branch end 34c from the DSM data. A tree top extracting device 38 extracts a tree top 34c from the branch end 34c. A tree height calculation device 40 calculates the tree height of a tree top 34d from the tree top 34d and the DTM data.
