PROBLEM TO BE SOLVED: To provide a rolling bearing retainer and a rolling bearing, in which whether weld peeling between a pin and a side plate in a pin-type retainer is present or not can be easily and surely confirmed in a short time. SOLUTION: In the rolling bearing retainer 8 for rotatably retaining a plurality of rolling bearings 6 incorporated between bearing rings 2 and 4 one by one, each rolling element has a pin insert hole (t) formed extending through the rolling element concerned along a rotational axis. The holder includes a plurality of cylindrical pins (p) to be inserted to the pin insert holes to rotatably support the rolling elements, and a pair of annular side plates 8a and 8b fixing both ends of the respective pins and holding both end surfaces 6a and 6b of each rolling element supported by the pins, and at least the side plate 8a fixing one-side ends of the pins has a plurality of pin-fixing holes (ha) for fixing the pins. Each pin includes a fixing state inspection mechanism provided on at least one end surface (pt), the mechanism capable of confirming the fixing state of the pin through the pin-fixing hole out of the bearing after fixing the pin to both the side plates.
