<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of executing cleaning suitable for the surface of an image carrier by efficiently substituting fresh toner for unnecessary old toner. <P>SOLUTION: A printer 1 to be the image forming apparatus executes a refresh process for executing refresh by cleaning the surface of a photoreceptor drum 21 by toner supplied from a developing means 23 during a non-transfer period to paper P, and during the refresh process, DC voltage with reverse polarity to the charging polarity of the toner is applied to a polishing roller 33 of a drum cleaning means 30. On the other hand, voltage with the same polarity as the charging polarity of toner and voltage with the reverse polarity are alternately applied to the polishing roller 33 during a transfer period to the paper P.
