PROBLEM TO BE SOLVED: To provide an internal combustion engine control device for effectively suppressing the progress of the deterioration of a catalyst accompanied by fuel cut while stably maintaining intake negative pressure. SOLUTION: The control device comprises an exhaust valve train for varying valve timing for an exhaust valve, and an intake valve train for varying valve timing for an intake valve. During fuel cut in an internal combustion engine, an intake valve lift curve is changed from a normal lift curve 32 into a lift curve 36 where a maximum lift point is an intake TDC. By retarding the valve timing for the exhaust valve, the exhaust valve lift curve is changed so that closing timing for the intake valve is prior to closing timing for the exhaust valve (a lift curve 38).
