PROBLEM TO BE SOLVED: To properly control the ignition timing of an internal combustion engine while enabling the positive ignition to a premixed air-fuel mixture in the internal combustion engine. SOLUTION: In an ignitor 50, a dielectric is installed between a high-voltage electrode and an earth electrode and exposed to the combustion chamber 63 of the internal combustion engine 1, and has a gap for introducing air-fuel mixture in the combustion chamber 63. The voltage control part 43 of an ECU 40 applies a discharge voltage VD between the high-voltage electrode and the earth electrode to produce discharge in the dielectric.
