PROBLEM TO BE SOLVED: To provide a highly reliable on-off valve with regard to leakage prevention. SOLUTION: A first valve seat 7 is formed in an opening part on a primary chamber 4 side of a valve hole 6a for communicating the primary chamber 4 and a secondary chamber 5, and a second valve seat 8 is formed in an opening part on the secondary chamber 5 side of the valve hole 6a. A first valve element 13 is provided in the primary chamber 4 for communicating and cutting off the primary chamber 4 and the secondary chamber 5 by separating and seating with respect to the first valve seat 7. A second valve element 16 is provided in the secondary chamber 5 for communicating and cutting off the primary chamber 4 and the secondary chamber 5 by separating and seating with respect to the second valve seat 8.
