PROBLEM TO BE SOLVED: To prevent deterioration in image quality, even when both a screen processing and an image rotating processing are used in an image forming device using a PWM. SOLUTION: An image forming device has a screen processing part 120 for executing the screen processing relative to image data using a screen threshold matrix at a specified angle, a rotating processing part 130 for executing the image rotating processing of the image data, a control unit 101 for rotating the screen threshold matrix at an angle reverse to the rotating angle in the rotating processing from the specified angle, a PWM processing part 150 for creating an exposure pulse having the pulse width and the pulse position fixed based on the image data which are subjected to the screen processing or the rotating processing, and a printing part 160 for forming an image by executing exposure with a laser light source based on the exposure pulse.
