<p><P>PROBLEM TO BE SOLVED: To reduce a computer setup time while suppressing the number of necessary computers. <P>SOLUTION: A state determination part 112 determines an optimum state mainly about a computer resource on the basis of state transition rule information acquired from a state transition rule DB 121, a state determination index information acquired from a state determination index DB 122, a state transition prediction time acquired from a time prediction part 113, and a present state of a resource acquired from a state acquisition part 114. The optimum state is a state having a minimum expectation of a resource setup time, or an expectation close to a minimum. The optimum state determined by the state determination part 112 is delivered to a transition instruction part 115.
