PROBLEM TO BE SOLVED: To impart chapter division information by accurately detecting a highlight scene of a sports program or the like without applying a processing load so much. SOLUTION: A recording and reproducing apparatus comprises: a monitoring range setting means for setting a monitoring range of image data, peculiar for a motion picture to be recorded on a recording medium, displayed approximately all the time at a fixed position on a screen of the relevant motion picture (step S2); and a monitoring range analyzing means for imparting chapter division information in accordance with a motion picture recording position when character data are periodically extracted from the monitoring range set by the monitoring range setting means and they are different in comparison with character data extracted the last time (step S5).
