This invention provides an actuator element that can be driven at low voltage, can be operated in air or in vacuo stably in quick response, is large in displacement level and displacement force, has high cyclic durability by virtue of its high mechanical strength including flexibility, is very simple in its manufacturing method, can easily realize a size reduction by virtue of its simple structure, and can be put to practical use in a wide variety of applications. The actuator element comprises an ion-conductive layer for an actuator element characterized by comprising (I) a functional group-containing fluoropolymer and (II) an ionic liquid, the functional group-containing fluoropolymer (I) being a polymer containing on its polymer side chain and/or polymer main chain end a functional group selected from the group consisting of -OH, -COOH, -COOR, -CN, an iodine atom, an epoxy group, and a (meth)acryloyl group. The actuator element further comprises an electrode layer comprising the functional group-containing fluoropolymer (I), the ionic liquid (II), and an electroconductive nanofiller (III).
