<P>PROBLEM TO BE SOLVED: To solve the problem that wireless communication terminals are special devices for evaluation to be connected to base station devices and wireless communication terminals and expensive and moreover, the number of usable wireless communication terminals is restricted in a connection rate test which needs to simultaneously call base stations by using a plurality of wireless communication terminals. <P>SOLUTION: A communication request message for requesting starting of communication is transmitted to the plurality of wireless communication terminals.
