PROBLEM TO BE SOLVED: To objectively and quantitatively calculate reduction of an environmental load of each consumer while considering an external factor of an atmospheric temperature.

SOLUTION: A system comprises: an actual energy consumption registration part 18 which acquires actual energy consumption data from a meter and stores the data in a meter inspection database; an actual energy variation calculation part 30 which acquires actual energy consumption data of the date to be evaluated and date to be compared and calculates a difference to calculate an actual energy consumption variation: a standard energy variation calculation part 34 which acquires standard energy consumption data of the date to be evaluated day and the date to be compared from a standard energy consumption database 32 and calculates a difference to calculate a standard energy consumption variation; and an environmental load reduction calculation part 38 which calculates a difference between the actual energy consumption variation and the standard energy consumption variation to calculate reduction of the environmental load of the consumer and stores the reduction of the environmental load in a customer information database 36.
