PROBLEM TO BE SOLVED: To provide an information processing system in which leakage of confidential information in a portable terminal is prevented even under a condition that the portable terminal can not communicate with the outside. SOLUTION: The information processing system has the portable terminal in which the confidential information encrypted by an encryption key is stored, when a decryption key corresponding to the encryption key and a new encryption key are received from the outside, encrypts the confidential information by the new encryption key and stores it after decrypting the encrypted confidential information by the decryption key and an information processor which stores setting information indicating whether or not decryption of the encrypted confidential information corresponding to the portable terminal is permitted, the encryption key and the decrypting key, generates, stores the encryption key and the decryption key by every fixed time, refers to the setting information of the portable terminal, when the setting information is decryption permission information, transmits a decryption key corresponding to an encryption key transmitted last and a new encryption key to the portable terminal and when the setting information is decryption inhibition information, transmits nothing to the portable terminal.
