PROBLEM TO BE SOLVED: To provide an inexpensive rolling bearing with a resin pulley capable of efficiently radiating heat generated in a bearing and improving durability, which has a high degree of designing freedom. SOLUTION: The rolling bearing 10 with the resin pulley has a groove part 17 which is a heat radiation part formed on one side or both sides of side face plane parts 11b, 12b of its outer ring 11 or its inner ring 12, and the heat generated in the rolling bearing 15 from the heat radiation part is directly radiated to the outside.
