PROBLEM TO BE SOLVED: To supply an aqueous solution containing a water-soluble surface treatment substance to the surface of an object to be treated as evenly as possible without requiring complicated operation and apparatus, and to properly coat even a linear glass article of small diameter with the water-soluble surface treatment substance without causing a loss. SOLUTION: The aqueous solution containing the water-soluble surface treatment substance is jetted foamily from a tip 5a of a jetting nozzle 5 and an aggregate of a jetted foamy matter 6 is brought into contact with the surface of the object to be treated 2 (glass tube) to attach the water-soluble surface treatment substance to the surface of the object to be treated 2. Preferably, a jet stream W containing the aggregate of the foamy matter 6 that is formed by jetting in a foam the aqueous solution containing the water-soluble surface treatment substance hits directly the surface of the object to be treated 2.
