PROBLEM TO BE SOLVED: To provide an evacuation device which has both an upper lid and a lower lid opened easily from the floor below without requiring a large force and a large pulling stroke. SOLUTION: The evacuation device is equipped with an accommodating frame 2 fit and fixed in an opening part provided on a slab of a floor, a balcony, or the like, the upper lid 3 and the lower lid 4 pivoted in a manner to be opened and closed on the floor surface side and the ceiling surface side of the accommodating frame, an opening and closing interlocking mechanism 10 for opening and closing the upper lid and the lower lid by mutually interlocking, and a ladder which is accommodated in the accommodating frame by being folded and is extended to the floor of the floor below or in the vicinity when the upper lid and the lower lid are opened. Further, an upper lid opening mechanism 20 comprising an opening arm 22 which has the intermediate part pivoted by the accommodating frame and has an operation end part 27 on the side where the upper lid and the lower lid are pivoted, an acting arm 23 which has the anchoring part pivoted by the accommodating frame and has a free end part engaging the lower surface of the upper lid in a manner to move by making contact, and an intermediate arm 25 which has an end part pivoted by the other end part of the opening arm and the other end part pivoted by the intermediate part of the acting arm is provided.
