PROBLEM TO BE SOLVED: To make it possible to run a vehicle more safely and smoothly than ever. SOLUTION: The speed suppressing means of a control device 14 determines a maximum running speed based on each of the operating speed of a steering wheel 10 and the rotational angle of roller wheels 4, compares them, and communicates the smaller one to a running and driving controlling means. The running and driving controlling means operates as follows: when the actual running speed detected by an actual speed detecting means is not higher than the maximum running speed, it controls a running and driving device 12 so that the actual running speed agrees with a target running speed set by a target speed setting means; and when the actual running speed is higher than the maximum running speed, it controls the running and driving device 12 so that the actual running speed agrees with the maximum running speed.
