PROBLEM TO BE SOLVED: To provide a technology for allocating proper signal channels corresponding to purposes and uses while reducing burdens of managing the signal channels in a superposition communication system. SOLUTION: A control server manages a device management table. Setting information showing a signal channel to be used by each device for each event is registered in the device management table. When the device management table is updated after a new device is added to the system, the updated setting information is transmitted to the added device by using an exclusive signal channel. The added device stores the signal channel for each event according to the setting information received by using the exclusive signal channel so as to be set in a communication means.
