PROBLEM TO BE SOLVED: To develop a material capable of uniforming the distribution of water to the whole of a building coolant, and its applied technology, so as to develop the building coolant with the following characteristics: costs are lower than when a building is cooled by utilizing heat of evaporation, which is removed in water evaporation; the risk of water leakage is low; and an application range capable of being utilized for a horizontal plane, an inclined plane and a vertical surface is wide. SOLUTION: The building coolant, which improves water absorbing properties, wetting-out properties and saturated permeability, can be utilized not only for a rooftop surface but also for the inclined plane and a wall surface.
