PROBLEM TO BE SOLVED: To provide a camera apparatus and a video monitoring system for distributing a picked-up image via a network, wherein the operating band of the network is kept constant. SOLUTION: In the video monitoring system provided with the plural camera apparatuses 1-1 to 1-8 each for imaging the object of a monitoring object and distributing the picked-up image to the network, the camera apparatus 1-1 carries out master operations such that the camera apparatus 1-1 determines distribution timing of the picked-up images from each camera apparatus 1 to the network so that the operating band of the network is made constant, and distributes the picked-up image to the network on the basis of the determined distribution timing, and the other camera apparatuses 1-2 to 1-8 carry out slave operations for distributing the picked-up images to the network on the basis of the distribution timing determined by the camera apparatus 1-1 for executing the master operations.
