PROBLEM TO BE SOLVED: To solve the problems that a conventional wooden house with a continuous footing or a floor structure suffers damage from flood when a river floods to flood the house up to/above a floor board, the owner of the house and an administrative office suffer heavy damage when the house is flooded above the floor board and the worst environment deterioration can result from a large amount of waste discarded after flooding. SOLUTION: The continuous footing is laid only in the outer circumference. A moistureproof polyethylene film is stuck to the inner wall face of the continuous footing to avoid invasion of water. Sand/earth and crushed stone are back-filled and compacted by a roller. These processes are a crucial point of a house. A floor structure comprises a reinforced concrete floor board provided on the upper face of the top end of the continuous footing, a flat moisture-proofing heat insulation material provided on the floor board, a floor substrate longitudinally laid on the heat insulation material, a laterally-laid floor substrate on which both a hot-water floor heating panel having a radiator board and a hot-water pipe are installed and a finishing floor material provided on the laterally-laid floor substrate, all of which are laminated. The house with the above floor structure does not suffer damage if the level of water is not higher than the floor board in case of flood. Even if the house is flooded above the floor board, the floor heating panel is moved, and a floor panel and wall is quickly dried to enable an ordinary life as usual. COPYRIGHT: (C)2007,JPO&INPIT
