PROBLEM TO BE SOLVED: To provide a method for manufacturing a web cut at high speed without damaging the surface of the slitted and cut web and degrading its quality, and to provide a slitter device for the web used favorably in the manufacturing method. SOLUTION: In this method for manufacturing the cut web, a Coulomb's force acts between the cut web and a guide roll on a guide roll through which the cut web passes after slitting and cutting at least the web by a predetermined width, and the web cut by the Coulomb's force is wound around a winding roll while holding the web.
