PROBLEM TO BE SOLVED: To provide a paper feeding and conveying device and an image forming device capable of preventing the generation of unevenness between paper and a jammed state by setting a position of recording paper in a paper feeding tray constant. SOLUTION: This paper feeding and conveying device is provided with a tray paper feeding part 203 for storing at least one recording paper or more, a pick-up roller 210 for delivering the recording paper from the tray paper feeding part 203, a paper feeding roller 211 for feeding out the recording paper delivered by the pick-up roller 210 into a conveyance path, and a paper feeding sensor 213 for detecting the end of the recording paper provided between the pick-up roller 210 and the paper feeding roller 211 to convey a position of the recording paper to a constant position with respect to the paper feeding roller 211 based on results detected by the paper feeding sensor 213.
