PROBLEM TO BE SOLVED: To make a discount on communication charges with a destination, with whom communication is frequently made, especially. SOLUTION: A subscriber terminal 1 is made communicable with other subscriber terminal 2 and a cellular phone terminal which joins other telecommunications operator which is not illustrated, etc. through a network 13. An identification information detection part 22 of a management server 20 identifies the subscriber terminal and each communication partner terminal which communicates with the subscriber terminal. A communication charge calculation part 24 calculates the communication charges of a subscriber, generated in communication performed with each communication partner terminal at least by outgoing from the subscriber terminal by associating the communication charges with each communication partner terminal in a predetermined charge calculation period. A system control part 27 determines ranking of the calculated communication charges of the subscriber and individually sets discount ratio to the communication charges between the subscriber terminal and each communication partner terminal based on the ranking.
