PROBLEM TO BE SOLVED: To provide a construction board containing a latent heat storage material, to which non-flammable property and anti-corrosion performance by moisture condensation are imparted, which is used for general buildings or walls and ceilings of a residence, and creates an indoor environment being cool during summer time and being warm during winter time. SOLUTION: On one surface or both surfaces of the construction board containing the latent heat storage material, an aluminum foil on which a resin coat having a coating amount of 0.3 to 5 g/m<SP>2</SP>has been applied is directly laminated. Alternatively, the aluminum foil on which the resin coat has been applied is laminated through a paper, a non-woven fabric or a woven sheet to obtain this non-flammable heat storage panel.
